Brussels is a very safe city to walk around - day or night. The biggest hassle you're likely to face is the unwanted attention of a pickpocket when Grand Place is at its busiest. There are some places, however, such as the Gare du Nord area and the industrial district around the Canal de Charleroi west of the centre, where it's better not to wander around in the wee hours.
